Can an organization be on multiple proposals (i.e. can an organization submit a proposal on their own and also join another collaborative proposal as a subcontractor)?

Yes

Do applicants need to have any pre-existing relationships with grant partners (Department of Health; etc.)?

No preexisting relationships are required.

Could you give an example of what type of qualifications you are looking for in organizations to be able to perform the different Scopes of Work? Or example of why you might partner with other orgs to perform different activities?

The questions and requests for narratives under “qualifications” are the best guide for the kinds of trusted, community organizations with the experience and cultural competency that we are looking for. An organization might partner with other orgs to expand their reach or to provide a variety of services that could not be provided by one organization alone.

If we submitting a collaborative proposal, do we need to just submit the copy of 501(c)3 for the lead organization(s)? Or all subcontractors as well?

A copy is required for only the lead organization.

Would you consider an application from a 501(c)(5) organization?

We are limiting this opportunity to those identified in the presentation, primarily 501(c)3. Only 501(c)3, fiscally-sponsored and tribally affiliated organizations are eligible to apply.

Does the question about “support in other areas” refer to support we need in other areas or support we can provide to others in other areas?

We are interested in capacity-building support that your organization may need in the areas listed.

Are Local Education Agencies (LEA's) allowed to apply directly? Are regional centers eligible?

If they are a 501(c)(3), and meet min eligibility and primarily serve our prioritized populations.

How many activities should be included for a strong application submission?

There is no specific minimum or maximum number of activities, but choose activities that your organization is most qualified for and most interested in delivering. We prefer that you only elect the areas in which you feel strongest. Electing more services will not make you more competitive.

If you are a fiscally sponsored organization, would you like our fiscal sponsor's financial records and board information, or the specific project's information?

We would like the information for the specific project. We require your 990 and audited financials.

Can the references be staff at DPH or DHS who we work with on current programs?

Yes.

Can we apply without proposing the contact tracing component?

Yes. You can apply to deliver any of the services. Contact Tracing is not required.

Would the grantees who are selected be listed anywhere for community members who are looking for COVID information in their local communities?

Yes. We plan to make the names of grantees public on the Community Partners website and potentially other places as well.

Do we have to answer the Cares funding question if we have been funded for other services?

Yes, and indicate which services were funded

Must you be a non-profit organization to apply?

You must be a 501(c)3, fiscally sponsored by a 501(c)3, or run by a federally recognized tribe.

Do applicants need to be direct service providers? Or would CBOs that partner with other orgs to provide referrals be eligible?

No, organizations do not need to be direct service providers and yes, CBOs can partner with other orgs to provide referrals.

We are a charter school with 501c3 status, we have extensive experience with a priority group. do we qualify

Yes.

How many organizations will be selected from the applicants?

40-50

Are organizations who haven’t received CARES act funding going to be prioritized?

There is no priority given to organizations that have not previously received CARES Act funding.

How many organizations will be selected from the applicants? How many agencies (approximately) will have the opportunity to be a part of this project?

40-50, not counting orgs that are subcontractors to a primary org

What if you are fiscally sponsored by Community Partners, do you still need to submit the audited financials?

Yes. The County is determining the awards, not CP. If you are fiscally sponsored, we will require your fiscal sponsor’s 990 or audited financials.

Are organizations that are not permanently based in CA, but have expanded their service area to include CA/Los Angeles due to COVID-19 + are working with partners with long term community ties, eligible to apply? 

We will prioritize folks located in LA County.

Are you able to apply with other organizations? if so how? If we are applying as a collaborative, the specific information relates mainly to the lead organization, correct? There would not be enough room to include all of the partner CBO information? Can we sub contract?

Yes, there needs to be a prime or lead agency with the other organizations listed as subcontractors.

Is the East Los Angeles region the City or the County?

We are focused on Boyle Heights, Lincoln Heights and Unincorporated - East Los Angeles.

If we serve our population throughout LA County, is there an option for stating that our work takes place in ALL supervisorial districts or are we stuck on choosing just one, randomly?

You can choose multiple supervisorial districts to indicate where your work is done.

What type of insurance is needed and what levels of coverage? For insurance, are you referring to workers comp, liability, etc.?

We want to know about general liability insurance and overall caps.

In case it wasn't asked - is there an advantage or not of applying with other organizations?  it's a little more difficult given COVID these days, but if it makes a difference in the award we will pair up we are happy to join other organizations, will this make it more attractive?

There is no inherent advantage to partnering, as part of the application process. But rather, an option for organizations that may have limited reach within a community and want to combine forces to expand service delivery.

Could you expand on what you mean by fiscally sponsored organization?

Fiscal sponsorship is an agreement where an established nonprofit with 501(c)3 tax exempt status, sponsors an organization that lacks that status. It is an alternative to starting your own 501(c)3, where an organization gains nonprofit status under the umbrella of a fiscal sponsor which agrees to provide administrative services and oversight to the project.

Should the organization physically located in LA county?

We will prioritize organizations physically in LA County

Is this funding for food or COVID-19 prevention activities?

This funding is not specific for food provision and other services. This is specific to COVID-19 prevention activities, although linking folks to food security-related resources will be an aspect of this work.

There are a number of different CARES Act opportunities coming down and finalized by the end of October. Do you understand how this could disqualify a nonprofit from the same original pot of money? Meaning how often can a nonprofit get funded from CARES Act funding (as the original source). Are the organizations that have received other funding from LA County Cares act resources eligible to apply for this funding? Will this grant disqualify nonprofits from other CARES Acts funding opportunities?

We cannot speak to future CARES Act funding, but organizations are eligible to apply for these funds as long as previous CARES Act funding was used for a different purpose, and not for the same services described in our funding opportunity.

The budget template excludes transportation. Does that mean mileage reimbursements are also excluded?

The template has been amended. Reimbursement for mileage related to service delivery is allowed. The funds cannot be used for mortgage payments or rent.

Does this funding cover indirect costs?

10% of personnel costs (for personnel who are involved in service delivery) are allowed as an indirect cost . A budget template is on the website.

Community Partners projects should use the same amount for indirect, 10%. Our fee for government contracts does not apply in this instance.

What will funding cover? What will not be covered? are there restrictions as to how funds can be used? Can a portion of the budget include mortgage payments? or only rent?

Expenses that support the delivery of COVID- 19 prevention services, the prevention of transmission and spread to others. Your organization should budget for participant service delivery needs that will prevent transmission, and for service interventions that are needed if someone tests positive.

Capital expenses are not allowed (except computers, directly related to service delivery).

The funds cannot be used for mortgage payments or rent or cash gift cards.

The budget template excludes transportation. Does that mean mileage reimbursements are also excluded?

We will allow some allocation for mileage.

Once you create the account on Submittable can you have several people access it to complete the application? If we used Submittable for another grant application, do we use that same login/password or start again for this one?

You can use the same account to access this application as well. If you share login information with others, multiple people can access to complete the app.

Can you please tell us what salaries are commensurate for County positions for the following: Contact Tracer, Contact Tracer Supervisor, System Navigator, System Navigator Supervisor, Community Outreach/Engagement Worker, and Community Outreach/Engagement Supervisor?

How many people do you think we should plan on educating/referring during the contract term?

100 unique engagements per month for system navigation.

Will funding be divided evenly between the potential scope of work areas?

Funding will be spread across scopes of work based on organizations chosen and budgetary needs, but budgets for those performing contact tracing will be larger.

Will the grant cover testing services? The web-site indicated the following: COVID-19 prevention activities (e.g., education, testing, and contact tracing)

Organizations are not expected to perform testing services but to refer to County testing sites listed here: https://covid19.lacounty.gov/testing/

Are concrete resources to community an eligible expense or staffing only? Can we provide direct supports to clients with this money? I.e. buy hygiene items/PPE, pay for emergency housing or quarantine housing, etc.

Yes. Some direct support will be allowed.

Will the County honor our federally approved indirect cost rate? (It is higher than 10% of personnel costs.)

No. Your federally approved indirect cost rate does not apply.

Do we give back any additional funds not used after the year is up?

There is a possibility for two six-month extensions, during which time unused funds would roll over, but the goal is to use the funds within the first year.

Is the funding in reimbursements or lump sum?

Funding is based on cost reimbursement for services performed and deliverables.

Is there a cap on staff salary allocation and admin?

Yes. 10 percent of salaries is allowed for indirect expense

Is there an exact scope of work associated with those three prevention areas outlined in any documentation to help organizations determine alignment? I looked over the scope of work but it is not particularly detailed. If we are selected, we will be given the scope of work? Just want to get an idea for budget purposes.

Yes. Once you are selected, you will work with the County to refine the scope of work based on the services you agreed to perform, your budget and the size of your award.

Because there is data collection, will there be a consent for service and data?

That will be a part of subcontractor negotiations or final scopes of work.

Can we apply without proposing the contact tracing component?

What are the reporting requirements?

Reports are due bi-monthly, ( every other month).

For system navigation, will LA County refer all the clients to us who need service? Or do you expect the Applicant to find the people who need system navigation

Those who are identified as cases or close contacts of cases and who elect for services will be referred to the system navigation contractors for services. Public Health and other case investigation/contact tracing organizations will make client referrals to system navigators. Community outreach folks can also refer.

Will there be a specific linkage system (database) to provide resources and referrals to those that are needing to quarantine?

We have yet to identify a specific linkage system (database).

For the system navigation funding category, is there a particular number and/or ratio of workers and supervisors that we are required to employ?

No specific ratio is required.

For the system navigation funding category, is there a particular number of people we are required to serve per month or over the duration of the grant period?

No, it will depend on the number of referrals and need.  We will ask what types of participant level engagement was delivered (i.e. outreach/education, system navigation, health/social support).

Will there be a minimum number of community outreach and engagement activities per year? And a minimum number of individuals reached?

The County would like a minimum of 100 engagements with unique individuals per month for outreach, education and system navigation.

For community engagement, I understand we are required to provide 100 engagements per month. Can you please define "engagement"? For example, if we host one online information session for ten people, does that count as one engagement or ten engagements? If we post something on social media, does that count as one engagement or do we count the number of "likes", etc.?

We are looking for at least 100 engagements with unique individuals per month for outreach, education and system navigation, but we will work with agencies to negotiate what is fair based on staffing, agency capacity, and population(s) served. An engagement is contact with a unique person. So, using your example, if you held an online session for 10 people that accounts for 10 engagements. If you did that 10 more times, the attendees would have to be different each time to count for 100 unique engagements. While using social media is considered a vital part of outreach, communication and education and should be included as part of any plan to deliver those services, since “likes” on social media can’t be accurately tracked, postings will not count toward engagements totals.

To what extent will the LA County Community Equity administrator provide content/information for community outreach efforts?

Content and information for outreach efforts will be provided by the County.

Are there requirements for how many staff we hire for Community Outreach or System Navigation?

No specific staffing requirements.

Is this all field work or can some of the work be conducted through video and telephone as well?

Work can be conducted via video and telephone as well as in the field.

Does the Contact Tracing Supervisor need to be a new full time hire or can it be a portion of time for a current staff person?

The contract tracing supervisor needs to be a full-time employee but not a new hire. Current staff can supervise contract tracing.

Do you have more information on the requirements for hiring the 6 people for contact tracing? Or will we receive that information once we are accepted as a grantee?

More information will be provided after your organization is accepted.

Does the Contact Tracing Supervisor need to be a new full time hire or can it be a portion of time for a current staff person?

Yes, only contact tracers must be FTE.

Also, can money be used for PPE, like masks, sanitizer, food to be used in the outreach activities as incentives?

Yes. The need for incentives can be discussed in more detail once an organization is selected.

Does the geographic area of ‘Central LA’ encompass all of SPA 4?

Central LA includes:

The funding is for a year from when the contract is signed. There is some flexibility but contracts need to be signed in November or December.

Can you define “system navigation?"

System navigation facilitates culturally and linguistically appropriate connections to wrap-around services that effectively link individuals and families to resources that address their needs, including how to comply with Public Health directives to isolate or quarantine and testing. An effective, community-based systems navigation program also helps to overcome system-connection challenges, including those that preceded COVID-19, and facilitates access to healthcare, social services, government assistance, housing, and food.

For organizations separating from their fiscal sponsor, and will be a new org under their own 501 c3 , will we meet the 3 year minimum? We’ve been providing services under CP’s Tax ID for that last 9 years.

Minimum eligibility extends to the Executive Director's history of experience.

So is this for existing programs (we're a food pantry) or does this need to be a new service?

I have a question about language & cultural capacity - what types of language & cultural resources are you looking for in an organization? We have several members who are able to communicate/translate as need be, and we have select volunteers who are able to communicate to our clients in several languages, but what is the extent of language & cultural services that the board is looking for?

The County is looking for translation and interpretation capacity for the community that you serve or for which you wish to provide services. The County is also looking for cultural competency to increase the level of trust as well as insure culturally appropriate messaging to the communities you serve.

If funded, will you train us on how to do contact tracing?

Yes. DPH will provide training.

Are we able to use the funds to pay for salaries if we hire additional directors to conduct programming? I would love to expand what our organization is doing.

Funds are for the delivery of COVID-19 prevention activities and for portions of salaries for line staff delivering that work, not for the expansion of general programming for your organization that is unrelated to the services described in this fund’s scope of work.

What would be an example of COVID-prevention Activities? On the 4 buckets of services - Phyllis mentioned three of them are PART OF prevention activities, yet here it is separated out. Can you clarify?

We eliminated the category of COVID- 19 prevention services as a separate category to eliminate confusion as all the activities are COVID – prevention activities.

Is it safe to assume that majority of the funding will be allocated for Contact Tracing activities?

No, but those performing contact tracing will receive more funding.

If we were interested in the food application, where can we find the information for that?

This funding is not specific for food provision and other services. This is specific to COVID-19 prevention activities, although linking folks to food security-related resources will be an aspect of this work.

Do you need nurses for Test site services?

No.

Is community outreach about how to prevent COVID, where to get tested, where to get PPE, etc.? Please explain more about test site and system navigation services. but outreach and engagement could - or should - include test site and system navigation  and prevention activities - the same staff could be used for the three areas, correct? 

Yes. Outreach involves linking people to services, including, but not limited to social services, health insurance, and medical and behavioral health services and/or COVID19-related services. It can also include system navigation and information about prevention activities. The same staff can be used for all three areas.

Does community outreach and engagement involve providing mental health services and resources?

It involves linkage to resources but not providing direct services.

Our organization researched and found that contact tracing has a negative connotation in Black communities, we have instead innovated our approach to collect the information without the use of the word ‘tracing”, should we still list contact tracing as a service even if our language is different? Is there a minimum definition in its scope that we should have to qualify that as a service we offer?

Yes. List it as a service, even though you may call it something different as a result of your experience with a given community and used your cultural competency to find an innovative solution.

Is community outreach about how to prevent COVID, where to get tested, where to get PPE, etc.? Please explain more about test site and system navigation services.

For the proposed budget, do you recommend that we submit a 100K or 500K budget?

Submit a budget appropriate for the services you plan to deliver, anywhere between $100 and $500k.

Will be expected to do data gathering and analysis as part of the grant activities ?

Some data gathering may be expected.

What are expected outcomes and success metrics?

Reducing disparities and decrease disproportionate effect of Covid 19 transmission among on priority communities and marginalized groups.

Impact numbers vary by service and will be discussed with each organization after selection. including decreases in rate of transmission, death rates and positive tests.

Can testing be conducted in non-clinical sites?

We would want the org to utilize testing sites available in LA County.

How much flexibility is there when designing Community Outreach and Education projects? Or is the Scope of Work set in stone?

Some aspects of the scope of work are negotiable.

The staffing pattern for contact tracing (6 staff) might be a challenge for nonprofits interested in offering community engagement, serving as a testing site, etc. Is the size of the Contact tracing team negotiable?

It is not negotiable at this time, but contact tracing can also be performed by current staff.

If applying for several areas of the scope do we a separate budget for each category?

Include one budget with appropriate line items related to services to be delivered.

If we are a large organization will be competitive? or are you really looking for smaller more grassroots organizations?

We are looking for organizations of all sizes.

For applicants working through fiscal sponsor whose budget, board roster, key mgmt - org providing services or the fiscal sponsor?  Or both orgs?

We would like the information about the organization providing the services.

What kind of references are you looking for (i.e. funding source, families, other organization with whom we have working with in some capacity)? should they be Covid-specific?

They needn’t be COVID-19 specific. These should be references to people who know your organization and can vouch for the quality of your work and relationship to the community. And only names and contact info are necessary. Letters of recommendation are not required.

You do not need reference letters, just two reference contacts that have an understanding of the work you have been doing that connects to the scopes of work and the work you have done in the prioritized communities.

What information is required for the board roster apart from the names of board members?

Demographic information about your board members.

Can we participate/apply for an activity we don't currently do?

Yes.

Are funds restricted to staff costs or are we able to allocate funds to concrete resources (i.e. food, PPE, et) to be distributed when outreaching/engaging community?

Funds are not restricted to staff costs.

On your budget can you include stipends or consultant fees?

Yes, to stipends and consultant fees are allowed, if they are directly related to service deliver.

Would a case manager that supports with health systems navigation and provides harm reduction be an eligible expense?

Yes. Personnel who are performing service delivery are eligible expenses.

Can funding in the budget be requested to support hiring staff?

Yes, if staff is directly involved in service delivery.

A portion of our service area is in the priority area, but we definitely serve priority population - still eligible?

Yes.

West LA (SPA 5) not included in priority regions - are we not eligible? Are we still eligible if we are not in the specified regions

Priority areas/communities are the focus of these funds. You can still apply, but given demand, and since you are not serving priority regions, it decreases the likelihood of being selected.

What does “Community Outreach and Engagement” mean?

Effective community outreach uses grassroots models of engagement to ensure that accurate and up-to-date information regarding COVID-19 reaches all communities, especially those that are most highly impacted by the virus. Outreach efforts entail sharing information about what COVID-19 is, how it can spread, what to do when you have it, and how you can stay safe; reinforce other timely public health messaging and campaigns (e.g., Census outreach, flu prevention) and establishing referral pathways. It can also include working with community members to identify service gaps, fears, areas of improvement, and misinformation.

We understand that higher funding amounts will go to those agencies who plan to do contact tracing. Is there guidance on how much funding we can ask for if we are not planning to do contact tracing?   - Can we apply for any amount between $100K-$500K as long as it meets our SOW.

If you plan to deliver all the other services, submit a budget between $200-$250K.

Can the contact tracer positions be part-time?  No I understand we are required to have 6 contact tracers + one supervisor.  And can LA County Public Health tell us the market rate for wages for contact tracer?

Unfortunately, it's not negotiable at this time. Folks can work with other organizations to help support that minimum staffing level.

Will funding be available at start of grant, or by reimbursement?

Funding is based on reimbursement for services performed and deliverables.

If we do the contact tracing, will the County be assigning us the individuals that need tracing? Or will we be finding those individuals ourselves?

DPH will refer clients to you.

Can we apply for any amount between $100K-$500K as long as it meets our SOW.

Yes.

Can you clarify if we will be provided training to administer testing and tracing? What type of qualifications are you looking for?

Training for COVID testing will be provided.

It sounds like the Scope of Work for Community Outreach and Education delineates broad activities. How much flexibility will grantees have in designing the method of community education, distribution of materials, etc.?

You will have some flexibility, and if selected you will work with the County to refine your scope of work.

I realize the county will provide training on contact tracing. Will they also provide training on messaging they want us to use for outreach/engagement?

The County will provide up-to-date messaging that should be used as part of outreach and engagement.

Will DPH provide contract tracing training for free or should those costs be included in application?

County training is free for contact tracing.

Will the applicant hire the contact tracers and the LA County Public Health Dept train and supervise those contact tracers?

The applicant is expected to hire contact tracers as FTE and supervisor, which the County will train.

Is there a cap on staff salaries?

No.

I was wondering if it’s okay to apply a significant amount of the funding for  personnel costs? We are a 501(c)(3)  led completely by volunteer TAY from the API community. We’d like to hire an executive director to carry out the community engagement work and covid-19 prevention work that we’ve  been doing successfully

No limit but funding is designed to hire line staff to deliver services, not to hire an executive director .

If our organization has done work within the service areas (outreach, connection to resources, education, etc.), but has been focused on issues other than COVID-19, would we still be able to apply? Or is it enough for us to explain how we can leverage what we do now to pivot to COVID 19?

Yes.

If you are offering testing, what percentage allocation of actual test kits.  If you are not provide medical insurance

Not to equip with kits but navigation to existing test sites.

Re: SOW and the  community/engagement work we already do relating to food insecurity, hygiene items, rent assistance, and other basic-needs that have been heightened as a result of the pandemic - do those not qualify?

Some basic needs qualify if the basic needs need to be met to prevent transmission and or support someone who is COVID-19 positive.

Can lyft/uber be reimbursed to support navigation?

Transportation costs will be covered to support outreach and engagement

Can we provide stipends for volunteers?

Yes.

Will they provide translated outreach and education materials? And will there be some type of actual training that the staff would have to participate in (not talking about contact tracers)?

There will be training on COVID 19 resources and information in order to deliver up to date outreach and engagement, and service navigation, education and support.

In most cases, translation of co-created Communications content will be supported by a communications vendor. Creative opportunities to collaborate on translation in addition to adaptation of communications content could be explored for languages of lesser diffusion. 

Are concrete resources to community an eligible expense or staffing only?

It depends. Some are, if they are directly related to prevention, access to testing, etc.

Can we provide direct supports to clients with this money? I.e. buy hygiene items/PPE, pay for emergency housing or quarantine housing, etc.

Yes. Some direct support will be allowed.

Would cultural humility training for staff be eligible expense? 

Do not include it in your budget. Go to the capacity building support list and note this as an area of interest.

Would redevelopment of our primary site for services to make it COVID-19 safe apply? Plexiglass, social distancing floor stickers? – if this is need to deliver services, then include in the budget? Is the cost of PPE an approved budget expense since we will be working in the field with clients?

Yes.

Do you need names, etc of those reached in outreach?

Names of individuals are required and we will be discussing what other info is appropriate with selected organizations.

Must the funds be used over the year, or what if one uses all the funding earlier based on need as the work develops?

The funding can be used as services are delivered based on need as the work develops. There is no need to stretch the funds out over the time period if the need and service delivery require that more be used sooner.
